It is interesting that the champions of authoritarianism in the west, desire an aristocracy. You would think, that given the choice, what you would desire would be the most ambitious men, the men and women with the highest IQ’s. But they do not say that. That means they don’t really want the best people, to manage society. It also says that they don’t have those attributes. Take the smartest people of every generation, marry them to one another, and they will never have the smartest children of the next generation. Considerable intelligence is very uncommon. The same goes for talent and ambition, those things are almost impossible to test for. Society is better off with competent leadership. That may make the interests of some of the upper class, and the majority of the people, at odds.
Considering how much of the past few thousand years has been dominated by aristocrats, nobles, and kings, it is surprising how little education we are given about how societies really organize themselves, and how money and power is covertly passed down. You could tell the people in charge were outraged at the idea of the current owners of assets, should be required to pay a tax based on the value of the asset. They would rather sit on their butts and collect rent, never loosing or contributing anything, to the society around them. If they are not smart, and they are not talented, or moral, then they don’t have any legitimacy, or any rights to their assets, other than might, which is a game they are not most talented in.
Society can get away with paying far less than 5% of the value of their nations economy, to motivate an ambitious upper class. Plenty of money to build them several grand mansions, and their grand kids to. What more do they need? I think we can make CEO’s effective by allowing them predetermined numbers of voting rights.
A good dance for the Chinese would be to tell the nation that their leaders do care about them, and to release a small amount of funds to them. It would be a sign that China is settling into a long fight. The dance I came up with was fun, tell the people, that fate has a sense of humor. We desired to release money into the economy, but we did not want to disrupt things, or the social order. People who are given money, expect money every time things get bad. As it turns out the group that is least likely to cause disruption to the social order, is the rural Chinese farmer.

In short China will green the Gobi desert, as well as many other plots of land, as well as buy and break up selected large farms. These farms will be assessed, their viability will be ascertained, and loans will be made against the land and the grant the Chinese government is making. Those loans should be sufficient to establish 10 million new private farms in China. They will include several solar panels, dehumidifiers, and electric farming equipment, to make as much of the revenue from the farm expendable for the purchase of goods and services. All the necessary equipment, worked into the loan.
